Durham County VINE Release Coverage
North Carolina calls its statewide program the North Carolina Statewide Automated Victim Assistance and Notification, or NC SAVAN. It is delivered through VINELink. The official state overview describes the service as free and anonymous. The person in custody is not told who searched or registered.
Published NC DAC policy says county jails use SAVAN and the state prison system links its OPUS data to SAVAN. Durham County Detention Facility events and NC prison events can therefore reach the same public interface. They do not become the same type of record. A county jail event comes from the local custodian, while an NC DAC event comes from the state corrections system.
Coverage does not extend to BOP, ICE, or USMS custody as a federal locator. A Durham arrest also does not prove that the person remained in the county jail. First identify the last known custodian, then choose the matching search.
Search Durham County VINE Records
A specific-person search works best with a full legal name or agency identifier. Begin from VINELink's official home page rather than an old saved route. Legacy links can fail after an interface change. Compare every available identity point before accepting a match.
- Open VINELink and choose North Carolina.
- Select the custody or offender search offered for the record type.
- Enter the full name or known identifier. Use narrow data first, then broaden spelling only if no sound match appears.
- Compare identity details and the reporting agency when several people share a name.
- Open the matching record and read custody status, location or event, and any displayed date.
- Cross-check the event with Durham IPS, NC DAC OPI, the court case, or the contributing agency.

If no match appears, do not treat the blank result as proof that no custody or release occurred. A name may differ, the agency may not yet have contributed the event, or an old record may no longer be searchable. Note: Search results are safer when a reporting agency and identifier support the name match.
Durham VINE Release Result Fields
A VINELink result is a status record from its contributing source. The interface may change, and fields vary by agency. Read the reported status and event in context rather than assuming every result contains the same data.

North Carolina policy distinguishes release from prison with supervision and release without supervision. Both indicate physical departure from prison. Only the first carries continuing community custody through state supervision. Escape, home leave, and minimum-custody placement are separate events and must not be called a lawful final release.
Durham IPS Links to VINE
Durham's local integration is unusually direct. The Sheriff IPS links each displayed inmate name to VINE registration. That makes notification part of the local roster workflow, yet the two sources still answer different questions. IPS displays charge rows. VINE reports a contributing agency's custody event and supports alerts.
This local click path also exposes a key caution. A Durham IPS row with a Date Released applies to that charge row, while VINE may summarize a broader event from the jail. Review all IPS rows before comparing the VINE status. If VINE reports release but another agency took custody, the person left the Durham source without returning to the community.

Register Durham County Release Alerts
Registration attaches a chosen event and contact channel to the matched person. Available choices may include phone, email, text, or TTY. Only enter contact data into the official service. Keep confirmation details and any telephone PIN private.
- Open the correct matched record and select notifications.
- Choose the event offered for that record, such as release or another custody change.
- Select an available phone, email, text, or TTY channel.
- Enter the requested contact details and create a four-digit PIN when registering for telephone notice.
- Complete the interface confirmation and save the PIN in a private place.
- When a telephone notice arrives, enter the PIN to acknowledge the alert.
NC policy says a call can repeat at set intervals for a 24-hour period when the PIN is not entered. That repeat cycle belongs to telephone acknowledgment. It is not a promise that all source data reaches VINE within 24 hours.

Read Durham VINE Release Status
“Released” confirms departure from the reporting source when the record is current and accurate. It does not prove that every form of custody ended. The person may have transferred to NC DAC, another county, USMS, ICE, or another authorized custodian. A prison release can also lead to active post-release supervision. The Durham Sheriff detention source remains the direct county contact route.

The court file can explain why release was authorized, but a court order is not always a physical movement log. Another hold may delay departure. Pair legal authority with the custodian's status when the distinction matters.
For the legal event, use the Durham County Clerk route and the matching docket. The Clerk's record may show bond, dismissal, time served, probation, sentence, or commitment. VINE and the custodian still supply the custody-event side of the comparison.
Terms in a result also need plain meanings. A transfer is movement to a new custodian. Post-release supervision is state oversight after physical prison release. An escape is an unauthorized departure and must not be called a lawful release. Home leave and minimum custody are limited placements, not proof that the sentence or supervision ended.
Durham VINE and DAC Status
NC DAC's Offender Public Information search is the state record source for people who served in North Carolina prisons or entered state supervision. It expressly excludes county-jail data. Search All or Inactive for a released state prisoner, open the offender record, and read both status lines.
Inmate Status answers prison custody. Probation/Parole/Post Release Status answers community supervision. The incarceration and sentence blocks can show Projected Release Date, Actual Release Date, location, last movement, and sentence history. After the event, an actual date and compatible inactive prison status are stronger than an old projection.
VINE supplies notice of the custody event. OPI supplies the longer state offender and sentence record. A Durham release destination in the separate DAC release search does not identify the Durham jail. It means the state system reported Durham as the release county or destination.
Durham VINE Release Check Limits
VINELink does not promise that every old release stays searchable or that every update is complete and immediate. A stale status should be confirmed with the contributing agency. Changed interfaces and expired legacy links can also block a saved route without changing the underlying custody record.
Federal systems require separate tools. Use the BOP Inmate Locator for a federal sentence. A BOP result may say Released or Not in BOP Custody and provide a date, but another authority may still hold the person. ICE's current-detention locator and a federal court or USMS record answer other federal paths. NC SAVAN should not be described as their locator.
The NC SBI registry is also separate and narrow. It may show public community registration for a person legally required to register, but it is not a general release source. Its absence cannot answer whether an ordinary Durham County jail or prison release happened.
A direct records request remains useful when the notification trail is stale. For Durham jail, provide the person's full legal name, known aliases, date of birth if available, JCA number, approximate booking and release dates, and court docket. Ask for the existing actual release or movement record. For an NC prison event, direct the request to DAC and include the offender number. Sending the request to the office that created the record avoids mixing a county release with a state discharge.
